Mission

The Urban Renewal and Development Company directs its actions to identify, formulate, manage and execute integral urban projects, through a qualified and committed human group, in order to contribute to the sustainable development of the city, improving the quality of life of its inhabitants.

Vision

In 2028, the Company will be a benchmark in the formulation, management and development of integral urban projects, being recognized for its innovative and value-generating urban approaches that will consolidate Bogota as a creative, inclusive, equitable, sustainable and happy city.

Functions and responsibilities

THE URBAN RENEWAL AND  DEVELOPMENT COMPANY OF BOGOTÁ D.C. has as main objective to identify, promote, manage and execute integral projects related to the public policy of development and urban renewal of Bogota D.C., and other places different from the physical location of the Company. The ERU identifies its objective as well by the accomplishment of the following activities:

  1. Promote the supply of urban land to facilitate the execution of Comprehensive Housing Projects with emphasis and priorizing those with identified Social Interest, according to law 1537 of 2012 and other concordant standards
  2. Develop proper functions of a land bank or real estate bank, according to what is specified by the law.
     
  3. To manage, lead, execute, promote and coordinate, through cooperation systems, real estate integration or land readjustment, integral urban actions for the recovery and transformation of deteriorated sectors of urban land, through programs and projects of development and urban renewal in any its modalities and, in general, strategic projects in any kind of soil in accordance with the Habitat Secretariat policy and what is established in the current Territorial Ordinance Plan.
     
  4. Provide or grant shares in companies whose purpose is to provide the same services or related or complementary activities, for which it may temporarily or permanently associate or consortium with other public or private entities to carry out such activities
     
  5. Act as a provider of specialized services in Colombia or abroad, provided that it is guaranteed that these services are fully funded by the service contractors.
     
  6. Sell, buy, manage, construct, rent or lease real estate; promote and commercialize real estate projects, real estate consulting, and other activities related to the real estate sector.

In development of its objective the URBAN RENEWAL AND DEVELOPMENT COMPANY OF BOGOTÁ D.C. perform the following functions:

  1. To manage, lead, promote and coordinate urban development programs and projects in the Capital District, territorial entities and the Nation, whether of renovation, development or any other urban strategy that is foreseen for the lands objective in accordance with the public policy defined by the Habitat Secretariat and what is established in the current Territorial Ordinance Plan.
     
  2. To structure, formulate and process draft decree adopting precinct plans, until their adoption by the competent authorities, defining comprehensive urban actions and in general the intermediate planning instruments required for the fulfillment of its purpose, and proceed to its execution once they are adopted, in accordance with the public policy of the Habitat Secretariat and what is established in the current Territorial ordinance.
     
  3. Prepare, process and submit for consideration by the competent authority, the delimitation projects of the Units of Urban Performance regarding properties that conform to the standards which render them suitable for the fulfillment of its objective.
     
  4. To submit, for the approval of the corresponding planning authority, land readjustment or real estate integration projects, or to coordinate cooperation between stakeholders when land adjustment is not necessary within the Urban Action Units, specifiying planning rules are apt for the fulfillment of its objective, as well as to coordinate the processes necessary for its formalization and implementation.
     
  5. Acquire either by voluntary alienation or through the legal mechanisms of judicial or administrative expropriation, the real estate that is required for the fulfillment of its objective or those that are required for the execution of urban planning units, according to the established in the current regulations .
     
  6. Acquire on any title the rights of real estate or property guarantees, using the mechanisms contemplated in the Law for entities of said nature.
     
  7. Exercise the right of preference in the acquisition of properties under the terms stated in Chapter VII - Law 9 of 1989, without prejudice to the special rights granted to the Company that manages the Mass Transit System (Metro) in its areas of influence
     
  8. The possibility of receiving, habilitating and administrating, whenever needed, the fiscal property of the Capital District
     
  9. To carry and execute the contracts and agreements required for the fulfillment of its corporate purpose and the functions of the company, in accordance with the Law, and in general, to execute the complementary acts of the previous ones, such as participation contracts, consortiums , temporary unions, joint venture contracts, strategic alliances and any other form of business collaboration necessary in the development of its objective
     
  10. To contract the design, construction and interventory of infrastructure works for the adequacy of buildings destined to programs of social housing and integral projects, including the management of  management models under developmental instruments.
     
  11. To dispose of movable property, in favor of public entities or of individuals or legal entities of the private sector. Adopt, as the case may be, mechanisms that guarantee the construction of priority social housing by its purchasers.
     
  12. Channel the resources from subsidies for family housing tenure referred to in Chapter 2 of Law 3 of 1991 and Law 1537 of 2012, for social housing programs and especially for housing of priority social interest that promote the company in development of its objective.
     
  13. Participate in any type of partnership or association, make contributions to acquire shares, as the case may be, provided that its social objective is directly or indirectly related to the purpose of the Company, in accordance with the provisions in the regulations.
     
  14. To design, propose or adopt formulas and mechanisms tending to facilitate the creation of management entities of urban planning actions in the national territory, as well as to participate in existing management entities for the promotion and execution of projects carried out with the purpose of the entity, and to provide real estate to urban action units, when applicable.
     
  15. Promote democratic participation and harmonization processes with the related communities in the projects that it manages, promotes, leads or coordinates. It also promotes the community organization of low-income families to facilitate their access to land and / or social housing and priority social housing.
     
  16. Carry out the urban and / or financial modeling of the properties listed in any of the declarations referred to in article 52 of Law 388 of 1997, prior to the beginning of the procedure of their forced alienation by the District Habitat Secretariat with the specific destination for which they have been declared, without prejudice to the other main, complementary and restricted uses that have been defined for the property by the regulatory file or the instrument that makes its times.
     
  17. Carry out until achived the voluntary transfer and / or administrative or judicial expropriation of the properties listed in the declarations of development and / or priority construction and / or disused properties, which are declared in the Development Plans or Territorial Oridnance which are subject of property identification by the District Habitat Secretariat once this administrative act is final for each identified property.
     
  18. Charge fees, commissions or other kind of remuneration, for the services rendered in accordance with its statutes and the established current regulations.
     
  19. Celebrar convenios con las organizaciones ci\/iles no gubernamentales del sector solidario y de las asociaciones de vivienda popular que permitan el acceso al suelo destinado a vivienda de interés social prioritario, a favor de las familias habilitadas legal y reglamentariamente para el efecto, de acuerdo con lo establecido en la normatividad vigente.
     
  20. Carry participation contracts, either as active participant or as inactive participant, consortia, temporary joint ventures, partnership, joint venture contracts, strategic alliances and any other form of business collaboration that tend to the development of its objective.
     
  21. Set up companies or entities with public or mixed-economy entities, or be part of them, so that they can execute projects of their own, including strategic alliances, joint ventures and underwriting of any type of agreements or business collaboration agreements, that allow the fulfillment of its objective;
     
  22. Ensure compliance with the urban, architectural and environmental standards by the developers of the projects promoted by the entity.
     
  23. In compliance with its purpose, the design and subsequent execution of each of the projects, the Company must carry out all the relevant urban planning and construction procedures in accordance with current regulations.

  25. To manage before the corresponding entity the adjudication of assets on which the loss of rights has been declared in accordance with the regulations issued by the National Government in this respect, according to the provisions of article 91 of Law 1708 of 2014.
     
  26. Execute credit operations for the purchase and habilitation of land, in accordance with that established in current regulations.
     
  27. To structure a portfolio of services that allows the development, execution, advising and consulting of urban and real estate plans, programs and projects corresponding to its objective or in the Capital District, territorial entities and the Nation
     
  28. Facilitate the actions aimed at the acquisition of housing through housing leasing and / or rental agreement with purchase option regulated by the Law and Decrees 2555 of 2010, 1058 of 2014, 1069 of 2015, 1077 of 2015 and other standards.

General Management Office

Directs the policies, plans, programs and projects of the Urban Renewal and Development Company, in order to meet the objectives and goals of the entity, according to the sector's policies and the district guidelines.
 

Planning Advisory Office

Advises the communication strategy and publications of the Company, ensuring the timely disclosure of the entity's information, through the strategic use of internal and external communication channels.

 

Internal Control Office

Advises the implementation and evaluates the Internal Control System of the entity, in order to reduce operational risks and promote a culture of self-control.

 

Social Management Office

Advises the company in the strategies of social intervention, information, communication and promotion of integral social management strategies for the projects developed by the entity seeking the effective fulfillment of institutional purposes.

 

Sub-administration of property management

Directs the elaboration and implementation of real estate management projects, in order to guarantee the fulfillment of the missionary objectives of the entity, within the framework of the urban development policy proposed for the District.

Commercial division

Directs the process of commercialization of land and the real estate businesses executed by the entity, in order to promote the development of the projects planned according to defined policies and goals.

 

Sub-administration of proyect development

Directs the constructive development of the projects managed by the Urban Renewal and Development Company, in order to fulfill the objectives and missionary goals, in accordance with the urban planning technical and legal defined standards.

 

Sub-administration of legal affairs

Directs the legal processes necessary for the implementation of missionary projects of the entity and exercises the judicial and extrajudicial representation of the Company when required, in order to guarantee the prevention of illegal damages.

 

Landholdings division

Directs the development of the processes for soil management in the integral urban actions for which the Urban Renewal and Development Company takes part, guaranteeing the adequate development of the projects.

 

Contracts Management division

Directs the development of all stages of the contractual processes of the Urban Renewal and Development Company of Bogota, in accordance with the institutional policies and current regulations.

 

Sub-administration of Corporate management

Directs and coordinates the execution of activities related to the management processes of physical and technological resources, human talent and the financial resources of the entity, guaranteeing the optimal functioning and fulfillment of the objectives and goals of the support processes in the company.
