  • 1. What is the Bogota's urban renewal and development company (ERU)?

    The Urban Renewal and Development Company of Bogota D.C. is an industrial and commercial company of the Capital District, linked to the Habitat Sector Secretariat of the Bogotá district administration and subject to the regime of the industrial and commercial enterprises of the state. 1. Its main objective is to identify, promote, manage, and execute integral projects related to the public policy of development and urban renewal of Bogota D.C., and other places other than the domicile of the Company.

  • 2. Which areas of Bogotá are part of ERU's jurisdiction?

    The Urban Renewal and Development Company of Bogotá can intervene in areas of renovation, development or any other urban strategy that is foreseen for the land subject to the projects objective in agreement with the public policy of the Habitat Sector and that which is established in the current Territorial planning ordinance.

  • 3. What is meant by development?

    According to what is defined in the Territorial Planning Plan, Development Treatment is that which guides and regulates the urbanization of the land or set of non-urbanized land, located in urban or expansion land, through the endowment of the infrastructure, equipment and the generation of public space that makes them suitable for its construction.

  • 4. What is meant by urban renewal?

    Urban renewal is understood as the architectural, urban and social interventions on the constructed space, in areas of the city that are in conditions of deterioration, or that present potential of greater use given their conditions of strategic location with respect to the infrastructure road, transport, public spaces, facilities or areas of economic activity of commerce and services.

    Bogotá has 913 Ha of urban growth land, and 6,255 Ha of urban incorporated land for developmental treatment, which have been identified through the Territorial Planning Ordinance (POT), through the formulation of Zonal Plans or through the Zonal Planning Units (UPZ).

  • 6. What areas have been identified for urban renewal in the city?

    Bogotá has 2,612 Ha of land for Urban Renewal, which have been identified in the Territorial Planning Plan (POT), through the formulation of Zonal Plans or Zonal Planning Units. The areas for urban renewal located in the Zonal Plan for the City Center are perhaps the most important areas for intervention and implementation of the urban model proposed by the POT, recognizing the city center (historic center - international center) as the centrality of international and national integration, within the network of centralities that make up the socioeconomic and spatial structure of the Capital District.

  • 7. In what ways urban renewal areas may be intervened?

    The urban renewal treatment presents two procedures for urban intervention: 7.1 REACTIVATION Sectors where the habilitation and partial improvement of the public space with partial and gradual replacement of the built space is required. It includes staged intensification in the use of land in the built conditions. The planning instrument for these sectors is the normative sheet provided in the corresponding UPZ. 7.2 REDEVELOPMENT Sectors where a reorganization is required to generate a new urban space, with total or partial replacement of the general systems, built space, and introduction of new uses with a higher constructive use, generating the required public space. The planning instrument applied to these sectors is the Partial Plan (Neighborhood or Precinct Plan).

  • 8. What are the stages of a project under development and / or under urban renewal treatment?

    All projects under development or Urban Renewal treatment advance in two stages: Formulation and Development. 8.1 FORMULATION STAGE During the formulation phase studies are carried out to determine the technical, economic and social feasibility of the project. These studies include: urban study (current conditions of the area subject to intervention), survey of public service networks, topographic survey, benchmark, title study, market study, socioeconomic characterization, urban modeling and financial modeling. If the project to be developed is in urban expansion land, or in urban land with development treatment with an area equal to or greater than 10 hectares of urban developable area, or under renovation treatment in the redevelopment modality, the formulation and adoption of a Partial Plan (Neighborhood plan), an instrument of planning by which the urban guidelines that guide the intervention are defined, as well as: specific urban norms, the layout and characteristics of the public space and the road network, the location of facilities and the adoption of soil management instruments. 8.2 DEVELOPMENT STAGE During the implementation phase, the following activities are carried for the physical realization of the project: studies for land acquisition, land acquistion, technical studies, architectural designs, urban and landscape designs, application for planning and construction licenses, execution of site works.
